Recall Effort Against Supervisor Darren Spellman May Be Decided By Voters Outside His District

VALLEY SPRINGS – (Tues. 8/2/11) District 5 Supervisor Darren Spellman may be facing a recall effort started by Rancho Calaveras resident Michael McDaniel, but it may be voters in District 4 who are the deciding factor as to whether the recall effort against Spellman succeeds and who will win a possible District 5 recall election.
McDaniel says he is starting the recall effort because the community needs to be served by somebody who respects the community. “His lack of attending meetings that he’s required to attend and his personal attacks on individuals is not serving the community,” McDaniel said.
To make the matter even more complex, as far as anyone knows, nothing like this has happened before in the history of Calaveras County and possibly in California. If a recall effort against District 5 Supervisor Darren Spellman succeeds, it will not be affected by the county’s new supervisorial boundaries that go into effect August 11.
According to Rebecca Andahl, county election coordinator, even though the new supervisorial boundaries will be in place, Spellman can be recalled with signatures from registered voters in places like Copperopolis, which will be in District 4 starting August 11, but were in District 5 when Spellman was elected to office last November.
“The recall election will be held in the district as it existed at the time the district supervisor won election,” Andahl said. Consequently, registered voters in Copperopolis may sign the recall petition and may also vote for a District 5 supervisor if an election occurs, even though they will be residing in District 4 at the time of the recall election.
McDaniel says he will run for Spellman’s supervisorial seat. “There are four other people who want to run for the position,” McDaniel said, “and two of them are former Spellman supporters.”
McDaniel said there are 6,621 registered voters in District 5 and once the process gets started he will have 90-days to gather 1,656 signatures on recall petitions.
